Uber rep told me they're rolling out with the Destination Filter next few weeks, anyone heard this?

Destination filter or Driver Destination will only connect riders to drivers who are already going in their direction.
Like a lot of things, the devil's in the details. Is uber going to charge you any surge price for the right to use the destination filter? After all, it's still better than the zero you'd make otherwise! (Uber logic) I think they may already exclude any boost money from rides you got with the filter and I don't think those rides count toward any other incentives either

Just like Lyft. I live in OC, I've been stuck in LA for hours, and always end up driving home with 'empty' miles, as you say. I've tried using Lyft's Destination filter, but it never works, it kicks me off after 20 mins or so. Wonder why...
Have destination filter for Uber in Dallas, most drivers (not all) say it doesn't work.

Right. There's two things going on.

1) Uber is saying hey, we had to pay a team of programmers and software engineers a bunch of money to develop this and implement it. Somebody's going to have to pay for it.

and

2) Uber is saying if you don't like it don't use it. But if you want us to do anything to make your life better it's going to cost you. Free rides are for passengers only, not drivers.

There was a survey a month or so ago about the destination filter, and one of the question was would you accept a lower fare if the person is going in the same direction you are.

I am new, but I'm sure if enough of us asks about it, we'll get one.
The filter is coming, only because Uber figured out that they will benefit from it.
As far as your other comment, just give it some time and you will find out how things work between Uber and the drivers.
As an example take a look at the tip option in the app that Uber WILL NOT ADD. Drivers have been asking for it for a long time, even the judge in charge of the class action law suit asked for it, Uber's response is " if you want it go drive for Lyft"
Welcome to the world of Uber, we're nothing makes sense.
