I went out about 30 minutes ago and came back. Sitting on the fence here - while visibility is not horrible, it's enough for accidents to happen.

Yet the other part of me is thinking there may be more opportunity since people may not want to drive themselves to work and maybe less rideshare drivers on the road.

What do you think?

What do you think would happen if I accepted an UberX and when I got close to the pickup I texted the rider and said the conditions are not worth the UberX fare and if they still wanted me to drive them they will have to cancel the ride when I arrive and request Uber Select?

That would very likely result in an email to Uber support and subsequent suspension/deactivation. If you don't want to drive per the contract that you agreed to, don't drive. I stopped driving Uber when they took away cancellation fees, and have been focusing solely on Lyft. Slower, but Ultimately a decent payday.
