The D.C. Council on Tuesday introduced a proposal that would tax ride-hail trips at a higher rate than Mayor Muriel E. Bowser (D) had sought and would require the companies to disclose extensive data about the scale of their operations in the District.

The proposal, which had first been floated in budget documents released this week, would raise the "gross receipts tax" on Uber, Lyft and Via ride-hailing services from 1 to 6 percent, rather than the 4.75 percent Bowser had proposed. The mayor sought the tax increase as a way to help raise money for the District's $178 million share of dedicated funding for the Metro rail system.

The council says its tax on the companies would raise about $23 million for the transit agency, compared to about $18 million under Bowser's plan. And they argued that their departure from Bowser's recommendations is justified because research shows Uber and Lyft "contribute to traffic congestion, add wear and tear to the District's roads, and there is evidence that they draw people away from public transit."

Researchers in a range of studies arrived at figures showing anywhere between 15 and 30 percent of ride-hailing trips would have otherwise been taken by transit. Metro is studying the impact of Uber and Lyft's operations on its declining ridership.

The reaction was swift from the ride-hailing firms and advocates who had bristled at the tax increase in Bowser's initial request, and had pushed for a tiered system that would exempt pooled rides from the tax increase. The council's proposal would add about 60 cents to a $10 ride - if the services decide to pass the cost to customers.

"This disappointing proposal, devised behind closed doors without public input, stands in stark contrast to the good-faith example set by Mayor Bowser and Councilmember [Jack] Evans, who found a way to sustainably fund transit while helping reduce congestion," Uber spokesman Colin Tooze said in a statement. "Punishing District residents who choose to share their rides and help take cars off the road is not the right approach."

Well Golly Gee Whiz, if METRObus and METROrail were not so horrid, perhaps people might want to use them.

This might be an opportunity for D.C. to start regulating TNC rates upward, as that might drive people back to the bus and subway (note the .use of "might").

Those in power in the District of Columbia never met a tax or regulation that they did not like. In fact, the only thing that they like better than those two is payoffs.

Really though? DC roads are already worse than the ones in Kabul. What "wear and tear"? The only wear and tear going on is on any car that goes through the district.

If anything, there should be a 7% fee on any trip that goes to, starts from, or passes through DC that the drivers get for suspension repair

The rideshare tax hike goes into effect on October 1, 2018.
It is 6% and includes all ridershare (UberX, UberPOOL, etc.)

So if you were getting 92 cents/mile, now you're going down to 87 cents/mile.
Alternatively, if Uber raises the fare to cover the tax, passengers will be less likely to tip, because they think since rates went up, you just got a raise! It's going to be 30-60 cents extra on typical rides.

I agree that tips will be less likely. Otherwise, it shouldn’t affect driver pay in terms of time/distance/boost. Uber will add the tax as it does now (1%).

Stupid policy though. People don’t take wmata because it often sucks.

It's funny how many people I get on Monday and Fridays who say they ordered an Uber because they didn't want to deal with the traffic or the metro headache! Hell, I wouldn't have gotten a car if the metro actually ran like a normal functioning metro. Who elects these clowns!?

The sheep in the District of Columbia vote as they are told.

It is funny to read all of the cybercaterwauling on the local ya-HOO! listserve about how McDuffie and Grosso (at large, but lives in Ward Five) do nothing about the crime in that ward. Still, Grosso just won re-election and odds are that McDuffie will, as well (he is up this year). Everyone knows that both Grosso and McDuffie are soft on crime and criminals, but people keep voting for them. I never have voted for either of them. I always vote for anyone BUT those two.

If people would learn to think for themselves, they might actually vote out those two useless Bozos, as well as a few other of the Bozos and Bozettes on the City Council. There is a reason that last thing that the D.C. Power Establishment wants is people who actually can think for themselves. If that ever were to occur in the District of Columbia, the whole lot of them would be voted out of office. On the current City Council, those who do not deserve to be voted out of office deserve to be shipped off to the hoosegow. The one exception might be Vincent Gray (note the use of "might").

Bowser actually has not done that much harm. She has not done much of anything, either (more than S. Kelly ever did, but that ain't sayin' much). She has not proved to be Fenty-In-A-Dress.

I don't think it works like that. Our rates should stay the same until Uber modifies our Terms of service. Rates are already too low so the cost of the tax should be passed to the PAXs. What it does do (tax) is reduced our likelihood that Uber will increase driver rates

WTF? It's a passthrough. Uber charges the rider the tax, collects it, remits it to D.C. Government. Aside from your comment about tipping it doesn't affect our pay

I was talking about his example of a set decrease per mile, not something nebulous. Now.shoo
