It's really sad that someone died because they couldn't get into a cab. However, to be fair, Taxi cab is a business, not a public service. And, AFAIK, there is no regulation that Taxi cab drivers are obligated to take any fare. Taxi cab drivers must have the right to refuse a ride, just like an Uber driver. Besides, I don't see this particular refusal as intentional and leading to death.

That being said, if taxi drivers knew about shooting and still refused to take these women away from that place, that would be intentional and leading to death.

There is grounds for a civil suit if they can locate the drivers. That's what is taking place now. They are pulling surveillance video if the taxis that were there that night and the surrounding area. If they link it to the drivers there is grounds for a law suit.
