I have been driving part time for Uber for half a year in Toronto, and I am moving to Vancouver soon. I read somewhere there is a long wait list to get class 4 license. Is it true? And do I have to get a driving abstract in Ontario in order to get class 4 license in BC?

First of all in BC you'll not be able to get ANY type of new license because ICBC has suspended all road tests until further notice. There may or may not be a backlog after tests resume because you just call in to book an appointment.

Secondly you'll need to take lessons from a driving school because you're getting a commercial license and those schools are also closed until further notice.

Thirdly, U/L has suspended new hires for the time being. I'm not sure if transferring your Uber status from Totonto to Vancouver is considered a new hire here though.

However if you have an Ontario equivalent (eg. class B,C,E or F) of the BC class 1,2, or 4 then you can simply transfer to the equivalent class here in BC at any ICBC office without having to redo any tests. Any of the above classes are more than enough for U/L. I have a class 2 myself which is a class B in Ontario.

But can I take lessons from a driving school first, or do I need to take a written test first before I can take lessons? I ask because I used to live in Vancouver a long time ago, if I remember correctly, I think I had to take my written test first before taking lessons. Or was it because I never had a driver license at the time?
And I don't need a driving abstract to get insurance or license?

You will have to get the class 4 exam done first at ICBC before you can take lessons. I am not sure if ICBC is even offering exams at this time.

Since you're out-of-province you'll need to provide your abstract to upgrade to a commercial license here however you don't need an abstract to purchase insurance.

I was one of the last few people to get a class 4 license before ICBC suspended all road tests. At that time there was about a month wait for a class 4 road test. Currently all road tests are suspended but knowledge test can be arranged by appointment. Once road tests are resumed, I think it will be months of wait for a road test as ICBC has to clear the backlog.

You are not required to take any lessons for class 4 license in BC. If you take lessons, it may help you but it is optional.

Uber is still signing up new drivers in Vancouver. Their greenlight hub/ office is closed. All the process is done online. I never met anyone from Uber to sign up. It was all done thru the app.

I"m going for written test for class 4, wondering if they ask questions about Air Breaks?
Air Brakes is a completely separate test from your class 4 knowledge test. You are not required to have air brake endorsement to operate a vehicle to drive for Uber. However for whatever reason if you do want air brake endorsement then you have to attend an approved air brake course then pass the air brake knowledge test then finally pass the air brake pre-trip test. Fyi: You can have air brake endorsement combined with any class of license. For example I have a class 2 with air.

So to answer your question there'll be no questions asked regarding air brakes on your class 4 knowledge test.

So i passed my knowledge test.

Any hints for road test? Is it typical - drive, park, stop, turn or anything special? Also for pre-trip inspection, studying for Restricted is enough?

There's a section in the class 4 book on what you should expect to perform during the pre-trip inspection (should take around 15 mins) and the road test is more or less the same as class 5. But if you fail the inspection portion you won't even go on the road.

Sorry for your loss lol. Vancouver has more traffic and more expensive than Toronto
