I don't know if it is allowed in Utah, but I am doing it in the DC area. I have a sign posted stating that I have a security camera in use for everyones safety. I have not had any issues...

I'm NOT a legal adviser but would guess you are allowed in Utah:
"The laws of 13 states expressly prohibit the unauthorized installation or use of cameras in private places. In Alabama, Arkansas, California, Delaware, Georgia, Hawaii, Kansas, Maine, Michigan, Minnesota, New Hampshire, South Dakota and Utah, installation or use of any device for photographing, observing or overhearing events or sounds in a private place without the permission of the people photographed or observed is against the law."
Public transport vehicles are NOT considered private.
You can have some legal troubles with hidden cameras but I think the typical windshield or rear view mirror mounted cameras are fine.
