I went to get a quote as a rider from a touristy but remote location and found a built-in $20 Long Pickup fee.

I've never seen anything other than a "potential" fee as a driver. Is this normal for some locations or is it based on where drivers currently are? Can someone enlighten me as to what this would look like on my end and what I should expect to get out of it as a driver?

Driver MIGHT get 17 cents, pax pays $20.

Driver will get peanuts per mileage and minutes to pick you up if you requested that.
While Uber skims up top!

I believe it. The last (and pretty much only) one I did I checked the fare breakdown and Uber made more on the ride than I did. I did not get a fee but pretty sure Uber charged the rider upfront and pocketed it anyway.
