Uber turned off the downtown Houston lunch surge awhile back (or really raised the threshold) and they likely did the same thing in the Medical Center area just like they did for the Super Bowl around NRG.

Reports of a shooter at Ben Taub Hospital, may be BS, but in any case, NO SURGE. Makes no sense. Uber suppressing it or really that many drivers?
