You will know if it is a surge at that instant when the request ping comes in and there will be a little 1.7X or 2.4x there on the bottom right on the Accept trip screen. If I am in a surge area and it does not show a surge on the incoming ping I just pass on that trip and wait for another.

If you are in a surge area and a trip comes in, look at the bottom of the trip before you accept it and see if it has a surge rate next to their name. If it does not, just do not take that trip and keep on waiting until you get one with the surge or the surge goes away.

It is in small black letters next to where their name and rating is. You have to be on point to spot it while the countdown is happening.
