Are we Allow to pick up at DCA.

You can pick up at DC, dulles, and BWI. Just don't go in commercial /taxi lanes

If I get a pick up request from an airport, I always call the pax to let them know I am on the way, ask which door they are at, instruct them that I will pull up at the outside pickup lane, and describe my vehicle. Works like a charm -- never had a problem.
