The meaning of "he's from Luton" is because BCs and specially Betty say that when they see a video of a BCs been caught doing a mistake or crash.

Well the only thing I got to say about that at least uber give a refund. bc drivers rob customers most trips and get away with it scotch free. So there noting to get excited about lol.
