They have also signed up a bunch of taxi drivers, who already have insurance.

What some taxi drivers(rogue taxis) are doing is they are trying to steal uberx pax from the uberx drivers. The pax requests a uberx ride but a taxi driver driving a fully marked taxi shows up. They have been doing this since the beginning. These taxi drivers are using the taxi owners resources(gas, wear and tear on vehicle) to their advantage. They are not paying these expenses, the owners are.
These rogue taxis have signed up under the uberx with a personal vehicle to be able to do this but they rely on pax ignorance to get away with it or they cancel immediately and try to get pax to ride and pay the regular taxi rates.
They cancel so there is no trace of the ride and the pax can't complain to uber about them. It's all the usual immoral and unethical behavior of your local taxi drivers.
All uberx drivers should tell their pax to never take an uberx ride in a marked taxi because of fore mentioned reasons. Pax should also try to record the driver info on their app to report to Uber before rogue taxi cancels or try to take the ride if taxi driver lets them and complain to Uber after!!!!
The Uber promotion for taxi drivers is for them to drive their own personal vehicles, NOT marked taxis.
