Most likely this is because some drivers claimed fake cleaning fees... So now uber is taking time to nake sure youre not cheating them on cleaning fees. I doubt ola has any cleaning fees or anything like this...

same prices and procedure as Uber but they will actually investigate and hand out suspensions for fake claims and or bans.

should not have any problems with real cleaning fees though but they do a more detail check.
