I think the factors that Uber considers when setting fares are; number of drivers available or willing to drive for the fares and number of rides requested. If the fares are too high, too many drivers will be on the road. If fares are too low, there will not be enough drivers.
why are the fares so low? I am wondering what other drivers think?

Uber wants to lower the rates to get more riders. It does work to an extent... There are more riders and you can make almost as much as you used to but the beating your car takes is the real change... More rides means more miles and gas ECT... Uber doesn't care about that as it's not their car... I only work 2 or 3 nights a week now for just a few hours when I can average over 20 bucks an hour.

Yeah that is pretty much what I do now as well. I am almost never out there either unless there is a halfway decent surge ongoing. Yes you are working harder for the same money which is of course actually less due to increased wear and tear on the car and gas expense. I am nervous they will cut it to under $1 per mile at some point soon.
